Working group to prepare a development programme for East and North Finland

On 22 August 2011, the Ministry of Employment and the Economy appointed a working group to prepare a development programme for East and North Finland. Mr Jouni Backman, MP, was invited to chair the working group. The working group is responsible for preparing this development programme, mentioned in the Government Programme, by the end of 2012.

In East and North Finland, long distances and a sparse population pose major challenges to the development of business activities and regional structure. On the other hand, these regions have an abundance of forest, minerals and other natural resources, among other advantages, which are rapidly gaining significance in a global economy. In addition, the special conditions in these regions provide huge potential, for instance with respect to the development of tourism and winter and refrigeration technologies. The vitality of these regions can be reinforced through utilisation of neighbouring areas in Norway, Sweden and Russia in particular.

A clear strategy and special measures are required to facilitate the exploitation of resources and potential. A programme will be prepared to define a strategy and measures for the development of East and North Finland, and the role of the EU's regional and structural policy in this work. This programme must provide clear and determined steering of regional development, based on both national and EU funding in East and North Finland, during the programming period beginning in 2014.
