ERDF and ESF programmes are progressing

By 1 December 2011, a full 78% of the public funding allocated to ERDF and ESF programmes had been reserved for ongoing projects and their further financing. So far, funding decisions have been made for 68% of the amount, of which payments to projects from the financial framework account for 38%.

Payments made to Structural Funds activities for the current year amount to about 500 million euros. The number of projects launched over the course of the entire programme period is in the region of 8,700. In addition, Finnvera has granted some 5,200 loans co-financed by the ERDF.

It is estimated that the ERDF and ESF programmes have contributed to the creation of more than 32,000 new jobs and approximately 13,400 new enterprises in the current programme period. The work has reached about 67% of the target number of new jobs, and the target for new enterprises has already been achieved. There are approximately 266,000 people involved in ESF projects, or 59% of the target set for the programme period.

News from the ESF Programme Monitoring Committee

The Monitoring Committee met in Porvoo on 8–9 December 2011. The committee meets twice a year. The agenda of the autumn meeting includes deciding on the allocation of appropriations for, and plans for use of, technical assistance related to programme administration, which is financed from the state budget. The appropriations allocated are included in the 2012 budget, and they total 8 million euros. Most of the funds for technical assistance are used in hiring employees to manage programme administration and payments in the Centres for Economic Development, Transport and the Environment.

Employ – Provide – Care

The members of the Monitoring Committee visited the Labour Service Centre of the Porvoo region to learn about rehabilitative work activities. The service centre is developing a day activity centre, which is part of rehabilitative work activities. The operations are built on the ‘low threshold’ principle.

The activities of the day activity centre are based on customer focus and a sense of community. Every morning begins with a meeting. A host or hostess is selected to run the meeting, and people responsible for duty teams and their subordinates are selected, to manage the day-to-day activities of the centre. These include cleaning and maintenance of the premises, cooking duties, and washing of the laundry of partner companies, as well as various activity and education groups, such as a relaxation group, a cooking and cleaning group and a men’s activity group. Customers can also take part in a first-aid course and obtain a ‘hygiene passport’ at the day centre.

The ‘Employ – Provide – Care’ project is part of the national ESF development programme for the intermediate labour market. It is funded by the Ministry of Social Affairs and Health and implemented by the VATES Foundation in collaboration with four southern Finnish municipalities.
