Job coaching and training for persons employed through employment services

Persons employed through employment services must benefit as much as possible from the pay-subsidised period of work so that they can progress on their career path. The local authority can also help jobseekers employed though employment services to progress by providing good-quality job coaching and by offering an opportunity to study.

Implementation of the good practice 

There are often strict boundaries between the different sectors in local authorities and not enough attention is paid to job coaching of persons employed through employment services. When new people are recruited by the municipality of Ii, attention is paid to that, in addition to their own substance area (e.g. management of sports facilities and maintenance of outdoor areas), the new employees are also capable of providing coaching to different target groups.

This way, enough attention is now paid to the job coaching of persons employed through employment services and the different parties are aware of the importance of the matter. At the same time, the internal process of the management of employment through employment services in the municipality of Ii has been improved. A shared mindset for the good management of employment through employment services has been found between the different administrative sectors in the local authority.

At the same time, it has been agreed that persons employed through employment services can complete training suitable for them during their employment relationship (training for different permits and licences, other training).


After the project, more than 30 per cent of those employed through a pay subsidy progressed on their career path and found employment in other job markets.                            

How to take advantage of the good practice

The operating model will in future be used as part of the cross-sectoral employment activities in the municipality of Ii. The operating model is also suitable for other municipalities.
