In the carrying out of the structural fund programme, both the providers of funding and the parties responsible for the implementation are encouraged to take into account the added value generated by the transnational cooperation. Within the programme framework, development work can also be carried out with other partners in other EU Member States. Cooperation with countries in the Baltic region within the framework of the joint objectives laid out in the Baltic Sea Strategy is particularly welcome.
Transnational cooperation as part of the ESF activities can be carried out in the projects approved as part of the programme, independently with one's own partners or with specific Member States through coordinated project application rounds for transnational cooperation. During the programming period, the Commission maintains a partner database, which can in both cases be used in the planning and preparation of the transnational cooperation elements of the projects.
